RELATING TO A YOUTH COMMISSION.

Establishes a Youth Commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds. (SB2089 HD1)

RELATED TO SHARK AND RAY PROTECTION.

Establishes penalties and fines for any person who knowingly captures, takes, possesses, abuses, or entangles any shark, whether alive or dead, or kills any shark, within state marine waters and makes it a misdemeanor. Expands the existing prohibition on knowingly capturing or killing a manta ray to all rays. Expands the prohibition regarding rays to cover knowingly capturing, taking, possessing, abusing, or entangling a ray, whether alive or dead, or killing a ray, within state marine waters. Provides certain exemptions. (SB2079 HD1)

RELATING TO HOUSING.

Requires inclusion of 20% affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning, in consultation with the Hawaii Housing Finance and Development Corporation, to make exceptions to the affordable housing requirement. (SB3034 HD1)

RELATING TO COLLECTIVE BARGAINING.

Standardizes service requirements for all Hawaii Labor Relations Board decisions and orders. Extends the time to hold a hearing on a complaint. Repeals the requirements for audit and Board approval of witness fees. Establishes a Collective Bargaining Dispute Resolution Special Fund. RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Requires the Department of Agriculture to create a local health food dollar-for-dollar matching program for beneficiaries of the Supplemental Nutrition Assistance Program (SNAP). Establishes and appropriates funds for the Local Health Food Incentive Program Special Fund. Authorizes healthcare providers, non-profits, businesses, and faith based organizations to provide SNAP applications to prospective applicants. (SB2398 HD1)
