RELATING TO THE HAWAII RETIREMENT SAVINGS PROGRAM.

Establishes a Hawaii retirement savings program and the Hawaii retirement savings program administrative fund. Requires the department of budget and finance to annually report to the governor and legislature. Appropriates moneys.

RELATING TO UNDERGROUND STORAGE TANKS.

Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.

RELATING TO HIGHWAY SAFETY.

Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.

RELATING TO HEALTH.

Requires health benefit plans supplemental to Medicare to include contributions equal to Medicare part D premiums effective 7/1/2019, in addition to Medicare part B premiums.

RELATING TO SCHOOLS.

Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.

RELATING TO ELECTIONS.

Prohibits campaign contributions and loans from certain entities to members of the legislature and candidate and noncandidate committees during the legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Prohibits a member of the legislature from knowingly soliciting or accepting a contribution from a lobbyist or a lobbyist's principal during a legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Takes effect on 1/1/2020.

RELATING TO COUNTIES.

Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.

RELATING TO ELECTRIC VEHICLES.

Requires places of public accommodation with at least one hundred parking spaces available for use by the general public to have at least three parking spaces exclusively for electric vehicles and be equipped with two electric vehicle charging systems located anywhere in the parking structure or lot by July 1, 2021.
