RELATING TO AGRICULTURE.

Prohibits, in any county where one-third or less of the county's land is classified in the state agricultural land use district, the following: the creation of a condominium property regime on agricultural land twenty-five acres or greater; an existing condominium property regime on agricultural land greater than twenty-five acres from being amended to allow a single-family dwelling; and the subdivision of agricultural land twenty-five acres or greater for the purpose of creating a condominium property regime. Exempts agricultural park and non-agricultural park lands projects under chapter 166 or 166E, Hawaii Revised Statutes, from the condominium property regime prohibitions. Takes effect 12/31/2050. RELATING TO MARRIAGE.

Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Requires, rather than permits, the family court to declare void the marriage contract on the ground that the parties, or either of them, had not attained the legal age of marriage at the time of the marriage. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments. (SD1)

RELATING TO FORECLOSURE.

Provides that a minute order entered on a decree of foreclosure incorporating an order of sale or entered on an order confirming the sale of a foreclosed property shall operate as a final, appealable order.

RELATING TO FIREWORKS.

Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000, provided that the fireworks violation does not otherwise have a specific penalty enumerated in chapter 132D, HRS.

RELATING TO AHUPUA‘A ‘O KAHANA STATE PARK.

Appropriates moneys to the Hawaii Housing Finance and Development Corporation for low-interest home construction and home improvement loans to holders of Ahupua‘a ‘O Kahana State Park residential leases. Lapses funds appropriated to the general fund on June 30, 2023. Effective 7/1/2050. (SD1)
