RELATING TO SEARCHES OF FEMALE INMATES.

Prohibits male correctional facility employees from conducting pat down searches of female inmates or entering areas where female inmates may be in a state of undress for the purpose of conducting a search, subject to exceptions. Requires exceptions to be documented, reviewed, and retained for reporting purposes. Requires PSD to increase its recruitment and training of female adult corrections officers and address certain concerns, federal requirements, and staffing shortages. Requires PSD to submit a report on its efforts. Effective 7/1/3000. (HD2)

RELATING TO HEALTH.

RELATING TO AFFORDABLE HOUSING.

Requires the HHFDC, with the assistance of the governor's coordinator on homelessness, to review the Affordable Rental Housing Report and Ten-Year Plan; determine whether any of the lands in the report are suitable for development of temporary housing for the ohana zones pilot program or other affordable housing; and determine the actions required to develop the lands accordingly. Requires HHFDC to submit a report to the legislature before the 2023 regular session. Requires HHFDC to establish a five-year dwelling unit revolving fund equity pilot program. Appropriates funds. RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Allows a landlord or the landlord's agent to charge an application screening fee to cover the costs of obtaining a tenant report or credit report for a potential tenant. Requires landlords to refund any unused amount of the application screening fee and, upon request, provide a receipt for payment of the application screening fee. Effective 7/1/2050. (HD1)

RELATING TO FERAL PIG CONTROL PERMITS.

Explicitly includes feral pigs within the department of land and natural resources' permit system for the taking of wild birds, game birds, and game mammals. Clarifies that the department of land and natural resources may provide by rule that no permit or report shall be required to destroy or control game mammals, including feral pigs, during daytime hours on privately owned land when the action is otherwise in compliance with departmental rules. RELATING TO THE GENERAL EXCISE TAX.

Authorizes the Director of Taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2022.

RELATING TO THE COMPREHENSIVE OFFENDER REENTRY SYSTEM.

Requires the offender reentry office of the department of public safety to develop and implement a risk needs assessment tool that is specifically intended to assess the needs of women offenders. Requires a report to the legislature. Effective 7/1/3000. (HD2)
