RELATING TO EDUCATION.

Establishes and appropriates funds for a school meal subsidy program within the department of education to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the free and reduced price lunch program, subject to income eligibility. RELATING TO HOUSING DEVELOPMENT.

Exempts affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, and affordable housing projects developed by the Hawaii public housing authority from 50 per cent of school impact fee requirements. Effective 7/1/2025. (HD1)

RELATING TO AGRICULTURE.

Requires GoFarm Hawaii to provide the chairperson of the board of agriculture with an annual report of the program's goals and a semi-annual report outlining program outputs and outcomes. Establishes a five-year beginning farmer training program to be administered by the University of Hawaii West Oahu sustainable community food systems program. Appropriates funds for the GoFarm Hawaii program and the beginning farmer training program. Effective 7/1/2150. Repeals the beginning farmer training program on 6/30/2025. (HD1)

RELATING TO MOTOR VEHICLES.

Addresses the disposition of salvaged motor vehicles by authorizing the county directors of finance to issue certificates of ownership and salvage certificate to expedite the disposal of the vehicles under specified circumstances. Effective 7/1/2050. (HD1)

RELATING TO STATE PROCUREMENT OF WIFI AND INTERNET SERVICES.

Requires all state and state funded facilities, with certain exceptions, to have internet computer and wireless access filters to restrict access to pornography sites. Exempts state-owned housing and dormitories. Effective 1/1/2050. (HD1)

RELATING TO MEDICAL CANNABIS.

Permits qualifying patients to be reimbursed by health insurers, mutual benefit societies, and health maintenance organizations for amounts spent on medical cannabis and manufactured cannabis products. Limits the monthly amount of reimbursement. Requires the auditor to conduct impact assessment reports. Effective 7/1/2050. (HD1)

RELATING TO MASSAGE THERAPISTS.

Beginning July 1, 2022, requires massage therapy licensees to complete twelve hours of continuing education within the two-year period preceding the renewal date, two hours of which shall include first aid, cardiopulmonary resuscitation, or emergency related courses. Effective 7/1/2050. (HD1)

RELATING TO MEDICAL CANNABIS.

Prohibits an employer from discriminating against a person in hiring, termination, or term or condition of employment based on the person's status as a medical cannabis cardholder, under certain conditions. Specifies that an employer may use a fit for duty test as a tool for medical cannabis users in potentially dangerous occupations. Exempts certain occupations. Effective 1/1/2050. (HD1)
