RELATING TO SOLAR ENERGY.

Requires special permit approval for solar energy facilities larger than fifteen kilowatts on one or more lots in non-conforming residential subdivisions, which have been identified by the county, located on land with soil classified with an overall productivity rating of class D or E. RELATING TO MORTGAGE FORECLOSURES.

Prohibits a person who is entitled enforce a mortgage note as a negotiable instrument from also foreclosing on the property in a foreclosure by action unless the person is the owner, as opposed to a holder, of the mortgage note. (HB1957 HD1)

RELATING TO PROCUREMENT.

Allows two or more separate entities to submit single joint offers in response to a solicitation. Allows purchasing agencies to award single contracts to two or more separate entities that submit joint offers. Requires the Procurement Policy Board to adopt rules that establish procedures for joint offers and contract awards to joint offerors. (HB1963 HD1)

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property unless certain conditions are met. RELATING TO SCHOOL IMPACT FEES.

Exempts affordable housing projects developed or financed by HHFDC or a county, housing projects that satisfy county affordable housing requirements and qualify for county fee exemptions, and affordable rental housing for which the developer received Low-Income Housing Tax Credits from school impact fees. RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii Public Housing Authority to establish a program to offer insurance policies to landlords who rent to tenants using the Section 8 housing choice voucher program and report to the Legislature. Appropriates funds to establish and administer the insurance program. (HB2474 HD1)
