Prohibits tour aircraft operations from taking off or landing within this State, except at an airport under the State's control and with a permit, or as necessary for any emergency.

Makes it unlawful to distribute sample cigarette or tobacco products, cigarette or tobacco promotional materials, and coupons redeemable for cigarette or tobacco products or promotional materials within 1,500 feet of any elementary, middle or intermediate, or high school.
Requires all individuals operating a bicycle to ride within a bicycle lane whenever a bicycle lane is available for use, except in certain situations. Provides for the assessment of fines for each violation.
Eliminates the individual income tax for single filers and heads of households making less than $20,000 or joint filers making less than $40,000 and increases the income tax rate more slowly for low- and medium-income filers. Increases the general excise tax by 0.15 percent, the transient accommodations tax by 0.50 percent, the liquor tax, and the cigarette and tobacco tax.
Provides individuals who have demonstrated financial hardship with the option of paying for the registration of their motor vehicles and associated taxes and fees on a monthly basis.
Establishes an income tax credit for taxpayers who live within 10 miles of their place of employment to offset expenses incurred for motor vehicle registration and inspection.
Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles. (HB394 HD1)
Requires barber, beauty operator, and instructor licensees under the Board of Barbering and Cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education, which may be administered electronically. (HB1147 HD1)
