Increases certain penalties for the crimes of assault, burglary, criminal property damage, and theft by one grade.
Eliminates the requirement for a public utility to seek PUC approval for the underground construction of high-voltage electric transmission lines if certain conditions are met. Takes effect on 7/1/2050. (HD1)
Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency. Effective 7/1/2050. Expands the certification incentive program to include speech pathologists. Clarifies school eligibility requirements. Adds an additional temporary bonus for teachers and speech pathologists who continue to be employed at a school that has transitioned out of the incentive program's eligibility criteria. Requires a court to order the charter of a corporation forfeited and the certificate authorizing a foreign corporation to do business in the State revoked upon a felony or misdemeanor conviction of the corporation or its high managerial agent that is related to its business affairs. Repeals the requirement for findings for a court to order forfeiture of a charter or revocation of a certificate. Requires similar penalties for various partnership entities and limited liability companies and their foreign counterparts convicted of a felony or misdemeanor. Permits the winding up of the business.
Requires certain landlords, lessors, or plaintiffs in a summary possession action to deposit such sums necessary to reimburse the lessee for relocation back to the lessee's original home state.
Limits the square footage occupied at any state airport by permitted tour aircraft not in flight to an unspecified number of square feet.
Requires electric utility companies to have a greenhouse gas neutral electricity portfolio by 12/31/2029. Requires the public utilities commission to evaluate the progress of achieving greenhouse gas neutrality and impose penalties for failure to meet the portfolio standard.
