Requires the University of Hawaii to provide menstrual products free of charge to all students on any University of Hawaii campus, including the community colleges.

Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms. Excludes certain manufacturers, dealers, distributors, and importers of certain motor vehicles or motor vehicle equipment, all-terrain sports vehicles and motorcycles, heavy construction equipment, and medical equipment valued at or over $100,000.
Requires compliance with the federal Military Selective Service Act for an individual to enroll in a state-supported post-secondary educational institution, qualify for state financial assistance for post-secondary education, or be eligible for employment by or service for the State or any of its political subdivisions. Provides exceptions.
Increases the percentage of the Land Conservation Fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund. Increases the maximum dollar amount of the conveyance tax distribution to the Land Conservation Fund. Appropriates funds from the Land Conservation Fund for the resource land acquisition.
Requires state and county agencies to process the aggregated energy and water data of certain properties through the federal ENERGY STAR Portfolio Manager and submit the benchmarking data to the office of planning and sustainable development. Appropriates funds.
Authorizes the counties to adopt an ordinance regulating the operation of hosting platforms that provide booking services for transient accommodation operators.
Establishes a statewide program modeled after the Hawaii's Opportunity Probation with Enforcement (HOPE) program that was implemented in the City and County of Honolulu from 2004 through 2019. Requires the Judiciary to administer the program.
Clarifies that there is a presumption of a nexus for certain nonresident employees who telework. Amends the income tax law to apply to the total income of certain nonresident employees who telework. Applies to taxable years beginning after 12/31/2022.
Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule.
Allows the Intermediate Appellate Court to review orders issued by the Hawaii Paroling Authority.
