RELATING TO PUBLIC ACCESS.

Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes a county to require the subdivider or developer to establish a stewardship fund, controlled by the county, for maintenance purposes.

RELATING TO ELECTIONS.

Repeals the cap on the amount of campaign funds candidates may donate to any community service, educational, youth, recreational, charitable, scientific, literary organization, public school, or public library.

RELATING TO GENDER EQUITY.

Appropriates funds for the Department of Human Resources to contract for a study on the gender pay gap within the government of the State. Requires a report to the Legislature.

RELATING TO VOTING.

Requires the Office of the Lieutenant Governor to establish a ballot-tracking system that allows all voters to receive alerts regarding the mailing, receipt, and counting of their ballots returned by mail. Requires the counties to immediately notify the Office of the Lieutenant Governor upon mailing and receipt of absentee ballots by mail. Appropriates funds to the counties.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Establishes an additional minimum Supplemental Nutrition Assistance Program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits. Requires state general funds to be used to supplement the cost of the additional benefits. Appropriates funds.

RELATING TO THE FAMILY COURT.

Allows cases within the jurisdiction of the Intermediate Court of Appeals that involve a family court judgment, order, or decree affecting the custody of a child or minor to be transferred to the Supreme Court.

RELATING TO COLLECTIVE BARGAINING.

Requires the employer to initiate negotiations on repricing of classes within a bargaining unit within 30 days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within such time frame and the parties' failure to reach an agreement within ninety day of the exclusive representative's written request to negotiate or by January 31 of a year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse to which the impasse procedures in section 89-11, Hawaii Revised Statutes, shall apply.
