Requires at least fifty per cent of treatment works effluent to be R-1 recycled water by January 1, 2045. Requires each county to report to the Department of Health by 1/1/2027 on the feasibility of recycling treatment works effluent that meets certain standards. Effective 7/1/3000. (HD1)

Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
Appropriates funds for the Department of Business, Economic Development, and Tourism to develop, construct, and support facilities that can accommodate shock aging processes for meat products. Appropriates funds into and out of the Hawaii Agricultural Development Revolving Fund for programmatic funding relating to facilities using shock aging processes for meat products. Authorizes the Agribusiness Development Corporation to contract with existing and future slaughterhouses in the State.
Appropriates funds to the Department of Agriculture for the continued administration of the Hawaii Healthy Food Incentive Program and to provide matching funds to beneficiaries who participate in the Supplemental Nutrition Assistance Program.
Establishes a Compensatory Time Cash-Out Pilot Program for eligible employees of the Department of Corrections and Rehabilitation who work in any state correctional facility. Appropriates funds.
Amends the Uniform Information Practices Act to require each contract to perform a government function to expressly require the contractor to retain records in accordance with the retention schedule of the agency and provide the agency with access to all records subject to the Uniform Information Practices Act; define "government function" and "trade secret"; clarify that "government record" includes information that is created, received, maintained, or used by a private person in performance of a government function contract; and prohibit agencies from denying a request for access to records of a contractor used in the performance of a government function on the basis of trade secret or other proprietary information. Establishes the Board of Lactation Consultants of the Department of Commerce and Consumer Affairs and requires that lactation consultants be licensed by the board.
Allows state projects to be exempt from county building permit requirements under certain conditions. Requires all exempted state projects to be included in a report that is regularly made available to the public. Allows state agencies that undertake projects to be dedicated to a county to prepare programmatic or project-specific agreements that establish requirements and standards for review and acceptance if the agency wants the project to be exempted. Allows state agencies that want to be exempted from county permitting processes to establish a cooperative working group. Requires cooperative working groups to submit an interim report to the Legislature before the Regular Session of 2026. Effective 5/13/2040. (SD1)
Establishes the Ohana Zones Program as a program within the Statewide Office on Homelessness and Housing Solutions. Authorizes the Hawaii Housing Finance and Development Corporation to exempt ohana zones projects from general excise taxes. Requires annual reports to the Legislature. Appropriates funds. Requires insurers to provide automatic, advance written premium change notices to common interest community policyholders and the Insurance Commissioner, with reasonable explanations and primary factors, disclosing the causes of any premium increase if, upon renewal, premiums are scheduled to increase more than an unspecified per cent. Requires insurers to automatically issue a loss run report to the policyholder at the end of each policy year. Requires insurers that renewed property insurance policies between 2022 and 2024 for policyholders that were condominium associations, planned community associations, or cooperative housing corporations in the State to provide an explanation for certain premium increases during this period. Requires the Insurance Commissioner to submit a report to the Legislature. Effective 7/1/2050. (SD1)
