Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to quitclaim ownership of roads in favor of counties.

Requires each house of the Legislature to establish, by rule, procedures that enable the legislature to use remote testimony at legislative committee hearings to enable the public to present oral testimony at committee hearings and accommodate persons with disabilities. Appropriates funds.
Abolishes the Department of Human Resources Development and transfers its functions to the Department of Budget and Finance. Replaces the Director of Human Resources Development with the same-tiered Director of Taxation as the new basis for salaries of certain other state officials. (HB625 HD1)
Establishes Transit-Oriented Development Community Districts within the Hawaii Community Development Authority along certain rail stations in the Honolulu rail transit corridor. Allows HCDA to enter into public-private partnerships and lease-back agreements for public infrastructure development.
Requires and appropriates funds for the Hawaii tourism authority to promote Hawaii's efforts to protect the environment, marine life conservation districts, and coral reefs and provide guidance on the dangers of sunscreens that contain oxybenzone and octinoxate and how tourists can help protect Hawaii's environment.
Imposes a tax of $15 for every ton of carbon dioxide emitted from the use of fossil fuel. Establishes various state and county sustainability initiatives. Appropriates moneys.
Requires the Judiciary to establish a 5-year pilot program for restorative justice. Requires the judiciary to inform various criminal attorneys of the existence of the pilot program. Appropriates funds.
Requires an application for motor vehicle registration to include additional identifying information. Authorizes the counties to assess a fine against the legal or registered owner of a vehicle deemed abandoned. Requires the legal or registered owner to have up-to-date motor vehicle registration and motor vehicle insurance prior to repossession of the abandoned vehicle. Requires DOT to implement records database linking driver's license, motor vehicle registration, traffic citation divisions, and motor vehicle control. (HB1234 HD1)
