Exempts health care providers from civil liability in the case of the provider's patient receiving any injury or worsening of a health condition while awaiting insurer preauthorization for medical services or treatment.

Authorizes and sets forth procedures for impounding a motor vehicle if a person operating the vehicle fails to display a valid insurance card.
Requires the State Auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model. Appropriates funds. Establishes the Rate Stabilization Reserve Fund. Caps employer contributions to the Other Post-Employment Benefits Trust Fund. Provides for the use of a portion of TAT revenues to supplement deficient county public employer contribution amounts. (HB1462 HD1)
Requires elections by mail in any qualifying county, beginning with the 2020 primary election. Allows for places of deposit for personal delivery of mail-in ballots. Appropriates funds.
Extends the amount of time from the date an act of child sexual abuse occurred for a victim to bring a civil cause of action.
Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county, shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street, if the ownership or jurisdiction over the street is in dispute between the State and the county.
Directs the Department of Education to require each student from kindergarten through grade 12 to take a pedestrian-safety course annually.
Authorizes schools to accept donations in exchange for naming rights of school buildings, facilities, equipment, and fixtures. (HB745 HD1)
Requires the Auditor to perform a financial and management audit of the Department of Education, Superintendent, Board of Education, and complex areas every three years.
Exempts citizens from countries having a valid Compact of Free Association with the United States from the requirement that a driver's license expire no later than the person's authorized period of stay in the United States. Requires the person to provide proof of legal presence.
