Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services. Takes effect 12/31/2059. (HD1)
Establishes a clean vehicle special fund to incentivize the purchase of vehicles that produce less carbon emissions by providing a rebate. Creates a graduated gasoline-powered vehicle tax to be paid by purchasers of a passenger car or pickup truck that is powered solely by gasoline and obtains only a certain number of miles per gallon.
Establishes the solid waste management research and development special fund. Sets aside 1% of general revenues collected by the State each fiscal year to be deposited into the solid waste management research and development special fund. Requires the Department of Health to use moneys in the solid waste management research and development special fund for research and development into solid waste management. Requires the department to submit biennial reports to the Legislature.
Appropriates funds for the electric vehicle charging system rebate program. Takes effect on 7/1/2050. (HD1)
Allows the HHFDC to enter into public private partnerships with private sector entities to build affordable housing and reserves a portion of the housing units for the exclusive use of the employees of the private sector entity partner.
Appropriates funds to the University of Hawaii to fund one or more programs sponsored or organized by a University of Hawaii community college or a four-year campus to expand opportunities for international college experiences for University of Hawaii students. Requires the University of Hawaii to work in collaboration with the department of business, economic development, and tourism and requires a report to be submitted to the legislature. Effective 7/1/2050. (HD1)
Requires public contractors to post a post-performance bond to cover the State's costs of curing construction defects discovered within 10 years after the completion of the contract. Requires the contractor to fully pay for the bond prior to the completion of the contract.
Adds a definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations.
Appropriates funds to DOE for an experimental modernization project to address pay compression issues amongst teachers.
