Authorizes the Department of Land and Natural Resources and certain public or private entities to operate conservation banks, subject to approval from the Board of Land and Natural Resources, for situations where a person or entity is required to provide compensatory mitigation to offset adverse impacts to threatened, endangered, candidate, or proposed species as part of an approved incidental take license and habitat conservation plan. Adds the Associate Director of the United States Geological Survey, Ecosystems Mission Area, to the membership of the Endangered Species Recovery Committee. Requires the Endangered Species Recovery Committee to review applications and proposals for conservation banks and conduct subsequent reviews and oversight. Effective 7/1/3000. (HD1)

Requires each hospital licensed in the State to provide an annual attestation to the State Health Planning and Development Agency that the hospital is in compliance with federal hospital price transparency requirements. Permits patients to file a counterclaim against debt collection actions filed by hospitals to determine if the hospital is in compliance with federal hospital price transparency requirements. Requires hospitals to provide patients with an easy-to-understand itemized bill statement before initiating a debt collection action against a patient. Effective 1/30/2050. (HD1)

Transfers the rights, powers, functions, and duties of the Aquaculture and Livestock Support Services Branch of the Department of Agriculture and Biosecurity that relate to agricultural enterprises to the Agribusiness Development Corporation. Requires that the regulatory functions of the Aquaculture and Livestock Support Services Branch remain within the Department of Agriculture and Biosecurity. Effective 7/1/2050. (SD2)
For taxable years beginning 1/1/2026, establishes a tiered nonrefundable tax credit for qualified taxpayer insurers that offer one or more federally qualified health savings account-eligible high deductible health plans in the State, under certain conditions, and increasing the tax credit to incentivize more plans being written for residents in rural medically underserved areas of the State. Requires qualified taxpayer insurers to match up to a certain amount of a policyholder's first-time contribution into a health savings account. Sunsets 12/31/2030. Effective 7/1/2050. (SD1)
Establishes the criminal offense of promoting an illegal electronic gambling device. Authorizes civil penalties and actions relating to premises on which an illegal electronic gambling device has been used. Allows the Attorney General, any county prosecuting attorney, any county police chief, or the Director of Law Enforcement to take certain actions against places used to commit certain offenses that qualify as a nuisance. Establishes within the Department of Commerce and Consumer Affairs' Division of Financial Institutions, beginning 1/1/2027, a digital asset charter program for licensing, regulating, and overseeing digital asset companies and digital asset business activities. Authorizes companies that participated in the Hawaii Digital Currency Innovation Lab to temporarily continue digital asset business activities without a charter in certain circumstances. Appropriates moneys from the compliance resolution fund. Effective 7/1/2050. (SD2)
Requires the Department of Hawaiian Home Lands and Department of Land and Natural Resources, in consultation with the Department of Health, to submit to the Legislature a report on the plan for the transfer of powers and duties of Kalaupapa Settlement prior to the Regular Session of 2027. (SD1)
Requires the Director of Taxation to appoint a legal, tax, or accounting professional as an Administrative Rules Officer. Authorizes the Administrative Rules Officer to appoint individuals with suitable experience as Administrative Rules Specialists.
Adds a minimum penalty and maximum penalty per violation of the State Water Code. Authorizes the Commission on Water Resource Management to consider each day that a violation exists or continues to exist a separate offense. Establishes factors the CWRM must consider when determining the amount of the penalty. Increases maximum fines every 5 years from 2031 to 2046. Effective 7/1/2050. (SD1)
