RELATING TO SEAWATER AIR CONDITIONING.

Authorizes the issuance of general obligation bonds for seawater air conditioning facilities for certain state buildings in the Capitol District.

RELATING TO TRANSIT ORIENTED DEVELOPMENT COMMUNITY DEVELOPMENT DISTRICTS.

Establishes transit oriented development community development districts. Authorizes the Hawaii community development authority to plan and develop infrastructure capacity at each of the transit stations established as transit oriented development community districts. Requires the authority to plan and develop infrastructure for state owned land surrounding one of the following rail stations: Aloha stadium, Kalihi, Iwilei, or leeward community college. Allows the authority to enter into public private partnerships.

RELATING TO AGRICULTURAL BUILDINGS.

Requires notice be given to certain county agencies at least 30 days prior to construction or installation of certain agricultural buildings and structures that are exempt from building permit and code requirements. Imposes a fine of $100 per day of violation if construction or installation begins within 30 days of notice.

Creates licensing requirements and regulations for animal rescue entities; provides enforcement and penalties for violations.

RELATING TO AGRICULTURAL BUILDING PERMITS.

Removes exemptions from building codes and building permits for certain agricultural buildings and structures. Requires each county to establish a list of agricultural buildings and structures that are exempt from building permit regulations no later than January 1, 2018. Exempts specified buildings and structures, and their appurtenances, from certain building permit requirements.

RELATING TO PUBLIC EMPLOYEES.

Requires public retiree contributions to the EUTF to be paid through withholdings of retirement benefit amounts from the ERS. Beginning after January 1, 2018, requires the EUTF to authorize automatic electronic payments in lieu of withholdings.

RELATING TO WORKERS' COMPENSATION.

Requires the director of labor and industrial relations to set workers' compensation medical charges that correspond to the United States Department of Labor Office of Workers' Compensation Programs fee schedule instead of the Medicare Resource Based Relative Value Scale applicable to Hawaii. Requires the department of labor and industrial relations to submit a report to the legislature. Makes an appropriation for analysis of the Act's impact on injured worker's access to treatment. Repeals on 12/31/2024.

RELATING TO AGRICULTURE.

Establishes a temporary task force for the purpose of creating a single definition of "bona fide agricultural producer" to be used across state government or creating different definitions to be applied for different uses. Requires a report to the legislature. Makes an appropriation.
