RELATING TO ELECTRIC VEHICLES.

Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2018 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2023. Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement. Specifies procedures for enforcement.

RELATING TO SCHOOL IMPACT FEES.

Provides an exemption from school impact fees for housing developments constructed by nonprofit housing organizations in which the units are rented or sold to persons or families earning between thirty and eighty per cent of the area median income.

RELATING TO THE GENERAL EXCISE TAX.

RELATING TO OPEN GOVERNMENT.

Allows the electronic mailing and posting of meeting notices; requires the posting of the meeting notice and minutes on the state or appropriate county websites; and increases public access to information before a public hearing by a board. Effective January 1, 2018.

RELATING TO MOTOR VEHICLES.

Authorizes and sets forth procedures for impounding a motor vehicle or moped after a person has been fined three or more times for operating a vehicle without a valid certificate of inspection, or for operating a vehicle without being duly licensed, without a valid insurance card, or without a valid insurance policy.

RELATING TO LABOR.

Authorizes the Director of Labor and Industrial Relations or the Director's designee to issue and serve on an employer a stop-work order prohibiting the use of employee labor by the employer until the employer complies with the provisions of section 386-121, Hawaii Revised Statutes. Establishes penalties, enforcement, and protest procedure related to stop-work orders.
