RELATING TO PROFESSIONAL ENGINEERS.

Allows a person to be eligible for a license as a professional engineer if the person has completed four years of full-time or equivalent part-time professional level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer.

RELATING TO HEALTH CARE PROVIDERS.

Prohibits hospitals and health care facilities to permit or require health care providers to provide services for any period after the health care provider has been on duty for sixteen consecutive hours or an aggregate of eighty hours during any period of seven consecutive days, until the health care provider takes at least ten consecutive hours of time off-duty. Clarifies that the terms and conditions of a collective bargaining agreement will prevail, if in conflict with this prohibition. Defines health care facility, health care provider, and hospital.

RELATING TO BIOFUELS.

Establishes and appropriates moneys for a two-year pilot project to grow biodiesel crops on the island of Molokai. Requires a report to the Legislature.

RELATING TO RENEWABLE ENERGY.

Exempts food supply chain businesses from permit or zoning requirements necessary for the installation of a renewable energy technology system or renewable energy storage system. Allows a food supply chain business to self-certify through licensed contractors for renewable energy technology systems and renewable energy storage systems used for its operations. Defines "food supply chain business" and "renewable energy storage system".

RELATING TO ONLINE FANTASY SPORTS.

Establishes an online fantasy sports contests registration and monitoring program under the Department of the Attorney General. Exempts registered online fantasy sports contests from state gambling laws. Appropriates funds.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children, regardless of the means of purchase and the program eligibility of the purchaser. Establishes a general excise tax exemption for the gross proceeds or income from the sale of nonprescription drugs. Effective January 1, 2024.

RELATING TO CROSSWALK SAFETY.

Requires the Department of Transportation to program intersections to allow walk signals to commence four seconds before the green light is given to motor vehicle traffic when the walk button has been pressed.

RELATING TO ASBESTOS.

Requires the Department of Health to conduct a study on possible means by which the State can reduce the number of single-family dwellings that contain asbestos. Requires a report to the Legislature. Appropriates funds.
