Establishes under the Hawaii Children's Trust Fund Coalition a collective impact program called the Malama ‘Ohana Program to seek, design, and recommend transformative changes to the State's existing child welfare system. Requires the Malama ‘Ohana Program to report to the legislature before the Regular Session of 2025. Appropriates funds.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
Requires the Department of Land and Natural Resources to contract reviews of certain proposed projects that may affect historic properties, aviation artifacts, or burial sites to third-party consultants if the department will not be able to complete the review within sixty days.
Increases minimum liability coverage of motor vehicles.
Bans the sale of flavored tobacco products and mislabeled eliquid products. Establishes fines.
Increases fines for any operator of a motor vehicle carrier using a vehicle for commercial tour operations who is not registered with the Public Utilities Commission. Increases penalty for any person who advertises as a motor carrier of passengers without a valid certificate or permit.
Requires the Department of Education to establish zero-emission vehicle goals and plant-based food goals as part of the sustainable schools initiative. Requires annual report to the Legislature.
Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.
Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both. Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.
Establishes an accelerator program within the Hawaii Technology Development Corporation. Amends the reporting requirements for Hawaii Technology Development Corporation's manufacturing and development program. Requires the Hawaii Technology Development Corporation to submit annual reports to the Legislature regarding the outcomes of the research and development program.
