RELATING TO PORT INFRASTRUCTURE.

Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of important port and harbor locations and report the plan to the Legislature. Requires the Department of Land and Natural Resources to complete a minimum of two projects identified in the strategic plan. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the County of Hawaii to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaii. Conditions the appropriation on the County of Hawaii contribution of matching funds. Effective 07/01/2050. (SD1)

RELATING TO FISHING SAFETY.

RELATING TO HEALTH.

Adds a voluntary non-opioid option to the sample advance health-care directive form. Establishes that a prescription presented or electronically transmitted to a pharmacy shall be presumed valid and grants pharmacists immunity from civil, criminal, and professional liability for dispensing an opioid in contravention of a patient's non-opioid directive.

RELATING TO TAXATION.

Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits.

RELATING TO HOUSING.

Requires the Hawaii Housing Finance and Development Corporation to: prioritize the allocation of low-income housing tax credits to state-owned development projects; amend the Low-Income Housing Tax Credit Qualified Allocation Plan to allow up to twenty per cent of the maximum one hundred twenty points on the application criteria point system to be allocated to projects offering to convey ownership of the completed project to the State or an organization obliged to use all financial surpluses generated by the project to construct more housing; not award additional points for developer fees that are under twelve per cent; and prioritize applicants who have demonstrated accelerated full repayment into the rental housing revolving fund of past rental housing revolving fund loans. RELATING TO WORKERS' COMPENSATION.

Increases the percentage rate of weekly workers' compensation benefits for partially dependent parents of a deceased child from twenty-five per cent to fifty per cent.
