Sen. Gilbert S.C. Keith-Agaran

Prohibits counties from charging for automatic fire sprinkler or automatic fire sprinkler system inspections in any HHFDC housing projects. Makes permanent the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in new or existing one or twofamily dwelling units used only for residential purposes. Repeals the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in nonresidential agricultural and aquacultural buildings and structures located outside an urban area. Takes effect on June 29, 2017.

Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.

Increases the minimum wage to $12.00 per hour beginning 1/1/2020 and $14.00 per hour beginning 1/1/2022.

Requires board members of condominium associations to disclose significant financial interests prior to taking action that affects both the association and a third-party provider. Prohibits board members from receiving gifts from those types of third party providers. Expands the powers of the real estate commission to enforce violations by board members of disclosure requirements and gift prohibitions.

Permits the acquisition of raw milk and raw milk products by consumers through a raw milk subscription program if certain conditions are met. Requires program subscribers to sign a waiver of understanding that raw milk and raw milk products are not pasteurized. Requires farms and dairies producing raw milk or raw milk products to register annually with the department of health as Hawaii raw milk producers and receive a raw milk subscription program permit before selling or distributing raw milk or raw milk products.

Clarifies that county ordinances shall not conflict or interfere with DLNR rules related to the issuance of permits in support of geothermal resources development and geothermal resources exploration. Requires the lessee of a mining lease to comply with all water and air pollution control laws. Requires the rules of the board of land and natural resources regarding mining operations, geothermal resource development, and geothermal resource exploration, including drilling conditions and restrictions, to be uniform throughout the State.

Establishes the rare disease advisory board within the department of health to provide education about rare diseases and encourage the funding of research in the development of new treatments for rare diseases. Describes duties of the advisory board, members of the board, and the board's obligation to coordinate with local and national groups conducting similar research and advocacy for persons with rare diseases.

Establishes the joint campus of the John A. Burns school of medicine and the University of Hawaii cancer center as the Hawaii health sciences campus at the University of Hawaii at Kakaako, to be an administratively separate branch of the University of Hawaii at Manoa. Appoints the dean of the John A. Burns school of medicine as the administrative head. Converts the bond debt service owed by the University of Hawaii cancer center to a general obligation bond and combines it with the John A. Burns school of medicine debt. Requires a five-year business plan to be submitted to the legislature by 01/01/18. Appropriates funds for the transition into a joint campus.

Expands the definition of "administrative action" in lobbyist law to include granting or denying applications for business or development-related permits, licenses, or approvals and procurement of goods and services under Hawaii public procurement code. Clarifies that lobbying laws apply to lobbying by the executive branch.

Establishes, beginning January 1, 2018, labeling requirements for any food or raw agricultural commodity sold in the State that contains a genetically engineered material, or was produced with a genetically engineered material; establishes exceptions; establishes violations; requires director of health to adopt rules.
