Prohibits a motor vehicle from being operated within the safe passing zone of three feet surrounding a person operating a bicycle. Defines "safe passing zone".
Authorizes the DOE and B&F to borrow moneys from the Hawaii green infrastructure loan program for heat abatement measures at public schools. Appropriates general funds to make an initial repayment to the Hawaii green infrastructure special fund.
Prohibits application of neonicotinoid insecticides without a permit after 6/30/18 to protect honeybees and other pollinating animals.
Requires an affidavit on application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless voter affidavit is complete or declined. Clarifies that applicant who does not want information electronically transmitted to office of elections must affirmatively decline to register to vote.
Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.
Exempts housing projects where at least a portion of the units are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income from county, highway, and school impact fees.
Creates the class C offense of endangering public transportation for tampering with a public highway or a facility of public transportation with intent to cause any damage, malfunction, nonfunction, theft, or unauthorized removal of material which would result in the creation of a substantial risk of death or serious bodily injury to another person. Defines facility of public transportation.
Repeals the requirement that passenger cars obtain a certificate of inspection.
Imposes a civil fine when a person leaves a dog unattended in a motor vehicle without at least one window open at least two inches to allow for air flow.
Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements.
