RELATING TO AFFORDABLE HOUSING.

Prohibits landlords from evicting tenants where units are not habitable and limits tenants' liability. Exempts certain housing units from school impact fee requirements. Authorizes Hawaii Housing Finance and Development Corporation (HHFDC) to enter into ninety-nine year leases for condominiums on state lands. Prohibits discrimination based on participation in a housing assistance program. Specifies that certain provisions of the Internal Revenue Code do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds for the State Rent Supplement Program. Amends the Hula Mae Multifamily revenue bond authorization amount.

RELATING TO LICENSING.

Clarifies that a motor vehicle dealer or salesperson license may be suspended, revoked, or denied if the dealer or salesperson withholds the return of a buyer's downpayment or trade-in when the buyer's motor vehicle purchase or lease agreement is contingent upon financing of the purchase, and pursuant to the financing or credit application signed at the time of purchase, the buyer was unable to qualify.

RELATING TO CARGO CARRIERS.

Authorizes the Department of Transportation to expend funds from the harbor special fund to provide subsidies to cargo carriers to offset costs incurred by the cargo carriers as a result of providing cargo carrier services to ports serving counties within the State having a population of less than 500,000 and comprising three or more populated islands. Appropriates moneys.

RELATING TO EMERGENCY MANAGEMENT.

Appropriates funds to the Hawaii emergency management agency to retrofit residential homes and buildings identified by the administrators or directors of the county emergency management agencies in coordination with property owners as suitable for use as shelters of the public.

RELATING TO HYDROFLUOROCARBON REFRIGERANTS.

Preserves preexisting federal regulations on the use of hydrofluorocarbons in state law by phasing out those compounds in favor of alternatives with lower global warming potential. Establishes a preference in state procurement for products that do not contain hydrofluorocarbons. Directs the Department of Health and the State Energy Office to study how to increase the use of refrigerants with low global warming potential, reduce the use of hydrofluorocarbons, and recommend how to fund, structure, and prioritize a state program that supports the elimination of legacy uses of hydrofluorocarbons.

RELATING TO PUBLIC LANDS.

Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions that will: (1) modernize the policies for the management of public lands in the designated area; (2) establish a plan for the designated area, including district-wide improvements, that is coordinated with state and county land use and planning policies; and (3) implement asset and property management concepts that can optimize income from the properties and evolve in response to changing principles of property administration. Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District. Allows the Department of Land and Natural Resources to issue a rent reduction or waiver for certain lessee's expenses for demolition or provision of basic infrastructure. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Takes effect upon the County of Hawaii repealing the Banyan Drive Hawaii redevelopment agency. Makes an appropriation.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Establishes an intervenor compensation program to provide compensation to intervenors who make a substantial contribution to a Public Utilities Commission proceeding that produces a positive result or savings for consumers. Appropriates funds.

RELATING TO MOTOR VEHICLES.

Requires motor vehicle insurers to notify the county director of finance of cancellations and nonrenewals of motor vehicle insurance policies on registered vehicles. Requires transferees to notify the county director of finance of motor vehicle insurance policy coverage for the transferred vehicles. Increases registration fines for a failure to maintain insurance on the vehicle during the period of registration.

RELATED TO RENEWABLE ENERGY.

Requires the Public Utilities Commission to study and recommend how to implement a smart imports program in Hawaii. Requires electric utilities to offer excess electricity to consumers during daylight hours at cost for any legal purpose beginning 1/1/2022.
