RELATING TO INDIVIDUAL DEVELOPMENT ACCOUNTS.

Reactivates the individual development account contribution income tax credit for the five-year period from 2021 through 2025. Amends provisions regarding state-funded individual development accounts. Appropriates funds to the department of human services.

RELATING TO TRANSPORTATION.

Increases the maximum gross vehicle weight rating for trucks and vans that a person who is granted a provisional license may drive from fifteen thousand pounds to eighteen thousand pounds.

RELATING TO DOMESTIC ABUSE.

Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order.

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH.

Sets a date for the transition of the Oahu region's health care facilities from the Hawaii health systems corporation to the department of health. Establishes a working group to develop a comprehensive plan that addresses all necessary components of such transition.

RELATING TO ABANDONED VEHICLES.

Creates a prima facie presumption that the last legal or registered owner is responsible for the abandonment of any vehicle and requires the last legal or registered owner to pay for expenses incurred in removing, storing, and disposing of the abandoned vehicle. Requires a portion of the proceeds to be diverted to the highway beautification and disposal of abandoned or derelict vehicles revolving fund in certain circumstances.

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES.

Repeals provision requiring light transmittance of no less than 35% on side and rear windows of certain vehicles using sun screening devices and glazing material. Expands exemption from regulation of sun screening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors.
