RELATING TO MEDICAL FACILITIES.

Requires any Hawaii health systems corporation hospital in a county with an area greater than four thousand square miles that serves Compact of Free Association benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community health care workers as necessary to bridge the language and cultural divide with the community. Requires the Hawaii health systems corporation to provide oversight and enforcement. Requires the Hawaii health systems corporation to provide a report to the legislature. Effective 7/1/2060. (HD1)

RELATING TO EDUCATION.

Requires the department of education's existing Free Application for Federal Student Aid (FAFSA) working group to create a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2023-2024 school year. RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the department of Hawaiian home lands to digitize its applicant, beneficiary, and lessee records and make the digital database available for use no later than 7/1/2022. Effective 7/1/2060. (HD1)

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Requires the county plans to contain specific strategies to address unmet needs in each county. Requires annual reports to the legislature on the status of the county plans. Effective 7/1/2060. RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the department of agriculture to establish a 5-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Authorizes the issuance of general obligation bonds for the Honalo Marshalling Yard. RELATING TO SCHOOL IMPACT FEES.

Repeals the school impact fee exemptions for nonresidential development and housing subject to the transient accommodations tax when seeking development in a designated school impact district requiring county subdivision approval, county building permit, or condominium property regime approval of the project. Allows construction cost component impact fees to be used to improve or renovate existing structures for school use. Repeals the requirement that an expenditure plan for all collected impact fees be incorporated into the department of education's annual budget process. Effective 12/1/2050. (HD1)

RELATING TO EARLY LEARNING.

Establishes an early childhood educator stipend program to be administered by the executive office on early learning to address the shortage of qualified early childhood educators in Hawaii. Requires stipend fund repayments for the early childhood educator stipend program to be deposited into the early learning special fund. Effective 7/1/2051. (HD1)
