RELATING TO ELECTRIC VEHICLES.

Part I: Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain electric vehicle charging stations in working order. Clarifies that certain enforcement officers may enter private property to enforce electric vehicle parking space violations. Requires new electric vehicle charging systems installed pursuant to the electric vehicle charging system requirement to be at least Level 2 and network capable. Adds electric vehicle charging equipped parking requirement of five stalls per one hundred stalls by 2025. Part II: Establishes a subaccount in the public utilities commission special fund for the electric vehicle charging system rebate program. Reallocates a portion of the environmental response, energy, and food security tax to be deposited into the subaccount. Part III: Appropriates funds out of the energy security special fund for the electric vehicle charging system rebate program. Effective 7/1/2050. (HD2)

RELATING TO RENEWABLE ENERGY.

Requires the Hawaii state energy office to develop a strategic plan that identifies strategies to achieve a resilient, clean energy, decarbonized economy as quickly as practicable and to submit the strategic plan to the legislature no later than twenty days prior to the convening of the Regular Session of 2023. Requires the Hawaii natural energy institute to conduct a feasibility study of the strategic plan and to submit its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular sessions of 2023, 2028, 2033, 2043, and 2048. Effective 7/1/2050. (HD2)

RELATING TO TRANSPORTATION.

Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment. Effective 7/1/2050. (HD1)

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project. Allows HHFDC to address historic preservation laws when funding is appropriated for each portion of the Leialii affordable housing project. Effective 7/1/2050. (HD1)

RELATING TO THE OFFICE OF THE AUDITOR.

Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature. Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts. Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, identification of any unimplemented fund recommendations made in an earlier auditor's report. RELATING TO FOOD SUSTAINABILITY.

Requires the department of agriculture, in coordination with the office of planning, to prepare and periodically update the state agriculture functional plan to include other agricultural economic updates, including seafood sustainability, that expand the State's priority on food by including wild seafood as a viable food source.
