RELATING TO CESSPOOLS.

For taxable years beginning after 12/31/2023, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the Director of Health, or connecting to a sewerage system. Sunsets 12/31/2028. Effective 6/30/3000. (HD1)

RELATING TO FRESH WATER SECURITY.

Establishes within the Commission on Water Resource Management a water security working group to study and recommend, for legislative consideration and approval, priority capital improvement projects, including funding and financing strategies for each project, that leverage public-private investment to increase Hawaii's water security. RELATING TO MEDICAL CANNABIS.

Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands of the State for personal medical use; provided that no individual or entity shall be required to violate federal law. Requires the Department of Transportation to adopt rules for the interisland transport of controlled substances within the State. Effective 6/30/3000. (HD1)

RELATING TO ACTIVE DUTY MILITARY ENTITLEMENTS.
