Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050. Requires the Department of Agriculture to establish, implement, and administer a meat and poultry inspection program. Appropriates funds for the establishment, implementation, and administration of the program. Effective 6/30/3000. (HD1)

Establishes the museum of modern Hawaii history. Establishes a task force to develop plans for the establishment, construction, and operation of the museum of modern Hawaii history. Appropriates funds. Effective 6/30/3000. (HD1)

Appropriates funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units without regard to civil service law. Effective 6/30/3000. (HD1)

Authorizes the Hawaii Emergency Management Agency to acquire any real, personal, or mixed property for immediate or future use; own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of any real, personal, or mixed property acquired; and acquire by condemnation real property for immediate or future use. Amends the definition of "public lands" to exclude non-ceded lands to which the Hawaii Emergency Management Agency holds title. Effective 6/30/3000. (HD1)

Appropriates funds for the Judiciary to purchase civil legal services for low- and moderate-income persons. Effective 7/1/2050. (SD2)

Proposes an amendment to the Hawaii State Constitution to provide that freedom of speech protected under the Hawaii State Constitution does not include the expenditure of money to influence elections. Effective 7/1/2050. (HD1)

Proposes amendments to the Constitution of the State of Hawaii relating to the appointment of justices and judges. Changes certain time periods for the appointment and senate consent to a justice or judge. Mirrors the appointment and senate consent procedure for district court judges with the appointment and senate consent procedure for supreme court justices and intermediate court of appeals and circuit court judges. Requires the insurance commissioner to establish an annual enrollment period for medigap insurance plans. Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage during the open enrollment period. Prohibits issuers from denying the applicant a Medigap policy or certificate or making any premium rate distinctions due to various reasons, including health status. Requires the insurance commissioner to amend or adopt rules accordingly. Effective 12/31/3000. (HD1)
