Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation. Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents.

Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and all light-duty motor vehicles in the State by 12/31/2045. Requires the procurement policy for all agencies purchasing or leasing medium- and heavy-duty motor vehicles to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency, where feasible and cost-effective. Requires state and county agencies to purchase building materials that reduce the carbon footprint of the project for use on the construction of new roads, where feasible and costeffective.
Specifies that the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling after 1/1/2022, and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient.
Requires the department of education to establish food waste and zero-emission vehicle goals as part of the sustainable schools initiative. Requires an annual report to the legislature. Effective 7/1/2050. (HD1)
Increases from three grams to thirty grams: (1) the minimum amount of marijuana that a defendant must possess to be charged with a petty misdemeanor; and (2) the maximum amount of marijuana that a defendant convicted of possessing marijuana could have possessed without being disqualified from the subsequent expungement of the record of that conviction. Beginning 1/1/2022, prohibits the issuance of building permits for new building construction unless the applicant provides sufficient proof that the building will be able to withstand category four hurricanes. Beginning 1/1/2022, requires building permits to be obtained for work performed for state government agencies on all new public buildings, and requires new public buildings to be designed to withstand category five hurricanes.
Authorizes the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes the agricultural enterprise program. Establishes the agricultural enterprise special fund. Requires the board of agriculture to annually report an accounting of non-agricultural park lessees to the legislature. (SD1)
Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next general election to register and vote at the primary election immediately preceding that general election and in any co-occurring or intervening special election. Takes effect upon ratification of an appropriate constitutional amendment. Effective 7/1/2112. (HD1)
Expands the membership eligibility for the University of Hawaii's optional retirement system to athletic coaches and assistant coaches who are employed by the University on or after July 1, 2021, and are included in bargaining unit (8). Allows the Board of Regents to utilize existing alternative surrogate retirement plans already offered by State or the University as an alternative. Allows the Board of Regents to adopt rules pertaining to eligibility in the optional retirement system. Prohibits members and former members of the ERS from opting into the optional retirement system. Allows the retirement benefits of the UH optional retirement system to be subject to collective bargaining negotiations for the bargaining units (7) and (8). Effective 7/31/2050. (SD1)
Requires the department of Hawaiian home lands to digitize its applicant, beneficiary, and lessee records and make the digital database available for use no later than 7/1/2022. Effective 7/1/2060. (HD1)
