RELATING TO HOUSING.

Temporarily stays nonjudicial foreclosures of owner-occupied units serving as the unit owner's primary residence by condominium associations until 6/30/22. Makes an exemption to allow associations to use nonjudicial foreclosure procedures to recover possession of rental units or abandoned units. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Requires that twenty-five per cent of a University of Hawaii research faculty's salary be paid out of the extramural funds and research and training revolving fund generated by the unit at which the faculty works or holds tenure. Requires grants, contracts, and agreements applied for or entered into beginning on July 1, 2021, that provide for extramural funds for use by a research faculty to include express provision allowing such funds to be used to pay for the research faculty's salary. Defines research faculty.

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Requires the county plans to contain specific strategies to address unmet needs in each county. Requires annual reports to the legislature on the status of the county plans. Effective 7/1/2060. RELATING TO THE CODE OF ETHICS.

Prohibits certain state officials and employees from representing certain interests regarding any state administrative or legislative action for 12 months after termination from their respective positions.

RELATING TO EMERGENCY POWERS.

Authorizes the governor to ensure the continued operation of medical facilities during times of health or pandemic emergencies. Authorizes hospitals to suspend elective surgeries in order to address bed capacity during the period of emergency.

RELATING TO THE WORKS OF ART SPECIAL FUND.

Allows the works of art special fund to be used to recognize and support local artists, including student artists and arts education programs in K-12 schools; and as administrative support for programs that support works of art and artists, including when state funds are required to obtain federal funding.

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project. Allows HHFDC to address historic preservation laws when funding is appropriated for each portion of the Leialii affordable housing project. Effective 7/1/2050. (HD1)

RELATING TO PESTICIDES.

Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department. Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program. Increases the civil and criminal penalties for violating the Hawaii pesticides law. Appropriates moneys. (SD1)
