Requires the department of education school facilities agency to adopt and publish administrative rules necessary to implement Act 72, Session Laws of Hawaii 2020, by July 1, 2021. Requires the office of the governor to provide a report to the legislature regarding the process by which the department of education purchases land and executes capital improvement project contracts through the school facilities agency. Establishes a waiver program where for a fee a taxpayer may exempt from income taxation gambling winnings legally acquired outside of the State during a consecutive 5-day period, beginning 01/01/22.
Provides the chief information officer with the authority to approve, or expedite the approval process of, a state agency's management information system project that is budgeted at or more than $1,000,000, or any other project the chief information officer deems necessary to expedite, by coordinating and focusing appropriate state personnel and resources. Requires the chief information officer to annually report the status of all pending or completed projects over $1,000,000, including whether they are on time and on budget. (SD1)
Allows up to one dwelling per quarter-acre in rural districts.
Requires the Department of Health to submit an application and a petition for federal exemptions for the state authorized use of cannabis in Hawaii from the Drug Enforcement Administration under title 21 Code of Federal Regulations sections 1307.03 and 1308.43.
Establishes procedures for audits of pharmacies conducted by a health care provider, insurance company, third-party payor, sickness insurance provider, mutual benefit society, dental service corporation, health maintenance organization, or any entity that represents such companies or groups. Makes appropriations to the judiciary for capital improvement projects for the fiscal biennium beginning 7/1/2021 and ending 6/30/2023.
Allows the elections commission to refer a complaint to the attorney general or county prosecutor in addition to any administrative determination and without the requirement that the commission believes the respondent has recklessly, knowingly, or intentionally committed a violation. Disqualifies a person convicted of violating elections criminal prosecution laws from holding elective public office for ten years rather than four. Repeals language stipulating that elections criminal prosecution law does not apply to any persons who has paid or agrees to pay fines related to report filing violations and advertisement violations prior to the commencement of the proceedings.
Prohibits a health care insurer, mutual benefit society, or health maintenance organization from requiring an insured, subscriber, member, or enrollee diagnosed with stage two through stage four cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions, for health insurance policies and contracts issued or renewed after 12/31/2021. Requires Auditor to conduct impact assessment report on mandated health insurance coverage.
Allows the governor to negotiate land exchanges to acquire lands suitable for long-term diversified agricultural production in return for state lands to be developed for affordable, workforce, and other housing. Requires legislative approval for the land exchanges. Report to the Legislature. Effective 7/1/2050. (SD1)
