RELATING TO LAND USE.

Authorizes county land use decision-making authorities to amend district boundaries involving lands greater than fifteen but no more than one hundred acres if a proposed project consists of housing units where 50 per cent of the housing units are priced at or below 140 per cent of the area median income and are occupied by the owner at all times.

RELATING TO FOOD SUSTAINABILITY.

Requires the department of agriculture, in coordination with the office of planning, to prepare and periodically update the state agriculture functional plan to include other agricultural economic updates, including seafood sustainability, that expand the State's priority on food by including wild seafood as a viable food source. RELATING TO UNIVERSITY DISTRICTS.

Provides a framework that supports consistent land use planning and development across the university of Hawaii system. Authorizes project partnerships with certain qualified persons.

RELATING TO INFORMAL MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official county council business for purposes of permitted interactions. Clarifies that such meetings shall be meetings that are open to the public.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Requires the Office of Information Practices to resolve open meeting and open record complaints through either a legal determination on whether a violation occurred or guidance on the relevant legal requirements.

RELATING TO EMERGENCY POWERS.

Prohibits the governor or the mayor from suspending requests for public records or vital statistics during a declared state of emergency. Effective 7/1/2050. (HD1)

RELATING TO TRANSPORTATION.

Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment. Effective 7/1/2050. (HD1)

RELATING TO TEMPORARY RESTRAINING ORDERS.

Increases the penalties for repeat TRO offenders who violate the TRO during a stay-at-home or safer-at-home order or advisory issued by the Governor or a Mayor.

RELATING TO HISTORIC PRESERVATION REVIEWS.

Authorizes the Department of Land and Natural Resources, in consultation with the Office of Hawaiian Affairs, to delegate to the impacted counties the responsibility for certain historic preservation project reviews, provided that certain requirements are met. Allows the Department of Land and Natural Resources to establish a program to certify third-party individuals and organizations to review documents for completeness and compliance prior to submission of those documents to the Department; provided that certain requirements are met. RELATING TO PARENTAGE.

Amends the Uniform Parentage Act to allow non-gestational partners to voluntarily establish parentage of a child during the period immediately prior to or following the birth of the child. Requires the State to recognize parentage determinations from other states and territories. (SD1)
