Requires a seller or its agent in a residential real property transaction to disclose that the United States Postal Service cannot deliver mail or packages to the residential real property being offered for sale.

Beginning with the 2026-2027 school year, requires the Department of Education to include the teaching of financial literacy in kindergarten through grade twelve. Requires students in grades nine through twelve to complete a one-half credit in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses.
Requires all performance incentive contracts to specify a pricing basis, performance goals, and a formula in calculating the contractor's profit, fees, or price decrease if the specified performance goals are exceeded or not met. Effective 1/1/2525. (SD1)
Requires the Director of Commerce and Consumer Affairs to make all business registration applications available online. Requires all applications to contain certain contact information.
Requires the Department of Health to construct, establish, and operate an environmental toxins testing laboratory to test samples submitted by the public for diseases; water, air, and soil quality; and complex testing. Requires a report to the Legislature. Authorizes the Director of Finance to issue general obligation bonds. Appropriates funds.
Allows a patient seen in-person by another health care provider in the same medical group as the prescribing physician to be prescribed an opiate prescription for a three-day supply or less via telehealth.
Appropriates funds for the Department of Business, Economic Development, and Tourism to develop, construct, and support facilities that can accommodate shock aging processes for meat products. Appropriates funds into and out of the Hawaii Agricultural Development Revolving Fund for programmatic funding relating to facilities using shock aging processes for meat products. Authorizes the Agribusiness Development Corporation to contract with existing and future slaughterhouses in the State.
Requires each purchasing agency to provide justification for hiring external consultants. Caps the amount each agency can spend on external consultants. Requires each agency to seek approval from the Legislature for consulting contracts exceeding a certain dollar amount. Requires each agency to disclose new contracts with external consultants. Requires annual reports to the Legislature. Requires the Compliance Audit Unit to conduct regular audits of agency consultant contracts to assess cost-effectiveness and compliance. Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism. Transfers the authority held by the Comptroller over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism. Establishes the Performing Arts Grants Program to support performing arts in the State. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events. Amends the authority for funds from the works of art special fund to be used only for costs related to the acquisition of works of art and the planning, design, construction of works of art and related appurtenances. Requires reports to the legislature. Appropriates funds. Effective 7/1/2050. (SD1)
Allows state projects to be exempt from county building permit requirements under certain conditions. Requires all exempted state projects to be included in a report that is regularly made available to the public. Allows state agencies that undertake projects to be dedicated to a county to prepare programmatic or project-specific agreements that establish requirements and standards for review and acceptance if the agency wants the project to be exempted. Allows state agencies that want to be exempted from county permitting processes to establish a cooperative working group. Requires cooperative working groups to submit an interim report to the Legislature before the Regular Session of 2026. Effective 5/13/2040. (SD1)
