RELATING TO INSURANCE PROTECTIONS.

Requires insurers offering homeowners insurance policies to comply with certain minimum requirements in cases of losses of owner-occupied residences due to a catastrophic disaster. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO INSURANCE.

Allows captive insurance companies that are not risk retention captive insurance companies to apply to the Insurance Commissioner for certificates of exemption from examination after meeting certain requirements. Effective 7/1/2050. (SD1)

RELATING TO INSURANCE.

Allows an insured to authorize the insurer to electronically remit claim proceeds to the insured's mortgagee when a homeowners insurance policy that covers a mortgaged property allows for the payment of proceeds by issuing a check. Requires a mortgagee in receipt of electronic delivery of claim proceeds to deliver the proceeds of the claim to the insured in accordance with the mortgage agreement and the insurance policy. Effective 7/1/2050. (SD2)

RELATING TO THE COSMETOLOGY LICENSURE COMPACT.

Authorizes the Governor to enter into a Cosmetology Licensure Compact on behalf of the State to provide a streamlined process that allows cosmetologists to obtain a multistate license enabling them to practice cosmetology in another state without obtaining a separate license under the laws of that state. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the Compact. Authorizes the Governor to enter into the Compact. Effective 7/1/2050. (SD2)

RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.

RELATING TO THE HAWAIIAN LANGUAGE.

Requires that each Department of Education public school student earn 2 credits in Hawaiian language for a high school diploma. Establishes a 2-year pilot program for Hawaiian language instruction at Noelani Elementary School and Nanakuli High and Intermediate School. Appropriates moneys.

RELATING TO LIBRARIES.

Requires reasonable terms in license agreements for digital literary materials between libraries and publishers. Defines prohibited terms for license agreements between libraries and publishers. Declares offer of a license agreement with a prohibited term an unfair or deceptive act. Makes a license agreement with a prohibited term void and unconscionable. Creates a right of action by libraries, library officers and borrowers. Effective 7/1/2050. (SD1)

RELATING TO BUILDING CODES.

Beginning 1/1/2028, makes the most recent Hawaii state building codes adopted by the state building code council supersede all existing county building codes and thereafter allows counties to remove requirements of the state building codes or add requirements to the state building codes only with prior council approval. Repeals the counties' authority to adopt, amend, and update the Hawaii state building codes for their respective county building codes.
