Establishes a timeline by which roasted coffee, instant coffee, and ready-to-drink coffee beverages that use a geographic origin in labeling or advertising are required to contain a certain per cent coffee by weight from that geographic origin.
Beginning with the 2025-2026 school year, requires the Department of Education to require the teaching of financial literacy to be included in the existing personal transition plan requirement for each student.
For taxable years beginning after 12/31/2024, provides a temporary income tax credit for the cost of upgrading or converting a qualified cesspool to a wastewater system approved by the director of health, or connecting to a sewerage system. Sunsets 12/31/2029.
Reinstates income tax credit for cesspool upgrade, conversion, or connection for eligible taxpayers and eligible expenses. Applies retroactively to 12/31/2020.
Establishes a Local Agriculture Transportation Cost Reimbursement Incentive Program to be administered by the Department of Agriculture to reimburse eligible producers for a portion of the producer's costs to transport agricultural commodities. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires the Department of Education Committee on Weights to consider the impact of its weighted student formula recommendations on small and remote schools.
Requires the Department of Agriculture and Department of Health to jointly convene a Hawaiʻi Hemp Task Force to inform public policy and identify methods and actions to best support agriculture and build a hemp industry to support rural economic development in the State. Repeals 7/1/2025.
Establishes a working group to develop a plan that creates an educational pathway in the University of Hawaiʻi community college system that equips interested students with the necessary entry level knowledge, skill set, expertise, and advancement potential in the field of meat processing. Requires a report to the Legislature twenty days before the Regular Sessions of 2025 and 2026.
Establishes an annual tax credit for qualified physicians who actively practice medicine in rural areas of the state.
Establishes the sustainable food systems working group within the Department of Agriculture. Requires the working group to develop an interagency food systems plan and a state farm bill. Appropriates funds for the working group and for an unspecified number of sustainability specialist positions to be employed by the Department of Agriculture. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.
