Requires the Department of Agriculture to indemnify Molokai ranchers whose herds were affected by the bovine tuberculosis outbreak and have not received indemnification from other sources. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Renames the John A. Burns School of Medicine special fund as the physician and veterinarian special fund. Expands the authorized uses of the special fund to include providing loan repayments to veterinarians and scholarships for students attending a veterinary college; provided that the recipient commits to work in the State for a period of time determined by the Hawaiʻi Board of Veterinary Medicine. Requires the Hawaiʻi Board of Veterinary Medicine to establish a loan repayment and scholarship program. Assesses a fee on persons obtaining or renewing a veterinarian license. Provides for the deposit of the fee into the physician and veterinarian special fund. Appropriates moneys into and out of the physician and veterinarian special fund. Declares that the appropriation exceeds the state general fund expenditure ceiling.
Requires the Department of Corrections and Rehabilitation to construct a mental health facility for inmates or detainees with mental health needs. Appropriates funds.
Designates the Department of Land and Natural Resources as the primary agency for the trapping of feral goats, sheep, and pigs. Requires the Department to establish a program to humanely manage populations of feral goats, sheep, and pigs in the State by trapping.
Clarifies labeling requirements for macadamia nuts. Requires country of origin to be included on the principal display panel of a consumer package of raw or processed macadamia nuts.
Amends the priority for which moneys in the Rental Housing Revolving Fund are to be used.
Declares that the general fund expenditure is exceeded. Makes an appropriation to the Department of Agriculture to increase the benefits of the Hawaiʻi healthy food incentive program to a wider portion of the State's population and the provision of matching federal funds to the Hawaiʻi Healthy Food Incentive Program.
Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of water pollution control revolving fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants.
Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025. Appropriates funds.
