Establishes a single-payer universal health care insurance system and establishes the state health care insurance planning and financing authority to determine the costs of the system, necessary financing methods, and transition mechanisms. Requires that the functions, rights, powers, duties, and appropriations of the Hawaii health authority, DLIR as they relate to the prepaid health care act, and Hawaii employer union health benefits trust fund be transferred to the state health care insurance planning and financing authority. Specifies requirements regarding the state health care insurance planning and financing authority membership, membership appointment, voting, and duties. Repeals the Hawaii health authority. Appropriates funds to the state health care insurance planning and financing authority to establish and operate the single-payer universal health care insurance system.
Appropriates funds for the healthy aging partnership program to further the program's important role in improving the health and well-being of Hawaii's kupuna.
Extends the motion picture, digital media, and film production income tax credit sunset date to January 1, 2029. Requires productions claiming the credit to contribute to creative media programs within the University of Hawaii, and the University of Hawaii to submit annual reports to the legislature on how the contributions are spent. Allows the tax credit for cesspool upgrade, conversion, or connection for taxpayers who upgrade a qualified cesspool to a wastewater system that includes a composting toilet.
Appropriates moneys for the State Foundation on Culture and the Arts to establish an Arts in the Military Program.
Prohibits the sale, offering for sale, or distribution of any sunscreen containing oxybenzone in the State, unless the sunscreen label contains a warning that the use of oxybenzone in nearshore waters poses serious hazards to coral and reef health.
Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development, and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by the Hawaii Public Housing Authority.
