Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.

Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condo unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures providing condo owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment.
Provides for the redevelopment of the Hilo area by establishing the framework, requirements, and conditions for redevelopment districts and specifically designating the Waiakea Peninsula Redevelopment District, appropriates funds for the implementation of the redevelopment district program, and makes conforming amendments to lease restrictions on public lands to facilitate the implementation of redevelopment districts. Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election. Provides an income tax credit to taxpayers who install or operate an electric vehicle charging system that is available for use by the public, unless otherwise required by law.
Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services provided by a collaborative care team consisting of a primary care provider, a behavioral health care manager who is present in the primary care provider's office, and a psychiatric consultant whose services may be delivered through telehealth. Requires by the end of the 2017-2018 school year, that all public schools, public charter schools, and the University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators situated in a permanent location on campus. Requires the University of Hawaii and public and charter schools that have an athletic trainer to have an automated external defibrillator available at each sporting event. Requires the automated external defibrillators to be maintained and tested regularly. Clarifies that an athletic trainer or faculty member who administers an automated external defibrillator shall be considered to be doing so without remuneration or expectation of remuneration for purposes of immunity from civil liability.
Requires the department of health to create and maintain an online information portal making available to the public by January 1, 2018, the information published annually in the Healthcare-Associated Infections in Hawaii report. Requires the department to update the portal annually.
Requires a mutual benefit society to allow a special meeting to be called upon the written request of not less than one thousand of its members.
