Requires the DOT to conduct a study to determine whether the Honolulu International Airport should participate in the screening partnership program of the Transportation Security Administration. Requires a report to legislature.
Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.
Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.
Appropriates funds to the Department of Land and Natural Resources' Division of Forestry and Wildlife for invasive species technician positions to control invasive plants and animals statewide. (SB558 HD1)
Prohibits the issuance of new building permits unless it is established that the building will be furnished with equipment that allows for the collection and future use of gray water. Provides for exemptions. Takes effect on 1/1/2020. (SD1)
Requires the driver of a vehicle overtaking a bicyclist to allow at least a three-foot separation between the driver's vehicle and the bicyclist. Allows a driver of a vehicle to overtake a bicyclist in a no passing zone when overtaking the bicyclist can be done safely.
Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.
Requires the department of transportation to install and operate public electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii. Appropriates moneys to fund installation and operation of the electric vehicle charging systems.
Increases the rate of real estate conveyance tax for properties with a value of at least $2,000,000. Amends the calculation for the amount of conveyance taxes to be deposited into the rental housing revolving fund.
Requires police departments to disclose to the Legislature the identity of an officer upon the officer's discharge or second suspension in a five-year period. Requires disclosure of certain information under the Uniform Information Practices Act after a police officer's second suspension in a five-year period. (SD1)
