Specifies that ten per cent of general excise tax revenues collected from medical marijuana dispensaries and ten per cent of gross income generated by each entity that holds a medical marijuana dispensary license shall be allocated to the mental health and substance abuse special fund. Authorizes moneys in the mental health and substance abuse special fund to be used for the payment of the operating expenses of mental health and substance abuse programs operated by the State. Requires that all mandatory fees charged by a transient accommodation operator to a guest or resort time share vacation plan manager to an occupant be included in the gross rental or gross rental proceeds for purposes of the transient accommodations tax. Requires operators and plan managers to identify optional fees that are not subject to the transient accommodations tax to guests and occupants when rental rates and services are disclosed or discussed.

Authorizes the department of the attorney general to transfer up to $50,000 each year out of the criminal forfeiture fund for deposit into the internet crimes against children special fund. Authorizes the deposit of moneys transferred from the criminal forfeiture fund into the internet crimes against children special fund. Takes effect on 1/7/2059. (SD1)

Authorizes the issuance of special purpose revenue bonds to provide financing to assist Honokaa Land Company, LLC, with acquiring, developing, and renovating various agricultural facilities and structures. (SB1255 HD1)

Establishes and appropriates funds for a regional nutrient cycling pilot program on Maui. Requires DOA to report on the efficacy of the pilot project. (SD1)

Authorizes the issuance of general obligation bonds for design, plans, material, construction, and equipment for an extension of the Lahaina bypass road from north Keawe street to beyond Puukolii road.

Allows use of the special land and development fund for the management, maintenance, and development of state parks, beaches, and other natural resources. Allocates two per cent of the transient accommodations tax to the special land and development fund category for the management, maintenance, and development of trails and trail access, state parks, beaches, and other natural resources. Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.

Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements.
