Amends Act 257, Session Laws of Hawaiʻi 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
Establishes the Early Childhood Education Scholarship Program within the University of Hawaiʻi to assist students with school tuition in return for a service commitment to teach in the Executive Office on Early Learning Public Prekindergarten Program. Appropriates funds.
Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.

Requires governmental bodies to obtain written approval from the Administrator of the State Procurement Office to cancel invitations for bids, requests for proposals, or other solicitations, or reject bids or proposals. Prohibits post-award remedial actions to be taken unless approved in writing by the Administrator of the State Procurement Office.
Establishes a task force to create a master plan for agricultural facilities at ports of transportation for the purpose of moving commodities to market.
Establishes a working group within the Office of the Governor for administrative purposes to ascertain the State's available water resources and water system source capacity and streamline well permit approval processes to further plan for the development of affordable housing. Requires the working group to inventory all available water resources statewide and identify sources of aquifer replenishment in relation to affordable housing development. Requires an interim and final report to the Legislature. Effective 6/30/3000. (HD1)
Removes the representative from the University of Hawaiʻi from the board of directors of the Hawaiʻi Technology Development Corporation. Prohibits the University of Hawaiʻi representative from serving on the Hawaiʻi Technology Development Corporation's board of directors as an at-large member. (SD1)
