Requires the Hawaiʻi Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaiʻi Public Housing Authority to conduct the study, or contract services to conduct the study. Effective 6/30/3000. (HD1)

Appropriates funds to the department of education for the expansion of civic education in the public schools. Establishes two full-time equivalent permanent civic education resource teacher positions, one of which shall be grant funded.
Clarifies that certain housing projects developed by the Hawaiʻi Housing Finance and Development Corporation on lands that are not within a Special Flood Hazard Area as identified on the current Federal Emergency Management Agency's Flood Insurance Rate Maps shall be exempt from all statutes, ordinances, charter provisions, and rules relating to planning, zoning, and other certain standards, provided that certain conditions are met. Authorizes state-licensed and credentialed physicians, advanced practice registered nurses, and physician assistants, who are not physically in the State, to issue prescriptions for certain controlled substances under a limited circumstance. Authorizes pharmacies to dispense the prescriptions.

Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.
