Appropriates funds for the construction and operation of non-chemical sunscreen dispensers on all state beaches to alleviate the damaging effects of chemical-based sunscreen on reef ecosystems. Allows the Department of Land and Natural Resources to contract with private parties to assist with the maintenance and management of sunscreen dispensers at all state beaches.
Extends the offense of false labeling of Hawai‘i-grown coffee to include roasted coffee. Imposes a mandatory $10,000 fine for each separate offense of false labeling of Hawai‘i-grown coffee. Appropriates funds for one full-time equivalent (1.0 FTE) enforcement position. Effective 6/30/3000. (HD2)
Increases the Motion Picture, Digital Media, and Film Production Income Tax Credit for qualified productions when certain percentages of its below-the-line positions are persons who file income tax returns in the State.
Creates the Department of Housing. Places the Hawaiʻi Community Development Authority, Hawaiʻi Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaiʻi Public Housing Authority under the Department of Housing for administrative purposes. Appropriates funds for the establishment of one full-time equivalent (1.0 FTE) permanent position within the Animal Industry Division of the Department of Agriculture that shall find, solicit, and distribute grants for the control of feral game mammals.

Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program.
