Establishes the Electric Vehicle Charging System and Infrastructure Funding Program. Increases the amount of petroleum tax to be deposited into the electric vehicle charging system subaccount.

Establishes a five-year pilot program to allow qualified psychologists limited authority to prescribe psychotropic medications to patients under the care of the psychologist at a federally qualified health center. Requires a report to the Legislature. Repeals June 30, 2030.
Establishes that it is an unlawful discriminatory practice for public accommodations to deny a person with a disability full and equal enjoyment of information related to their services, facilities, privileges, advantages, or accommodations using information and communication technology intended for use by the general public as applicants, participants, customers, clients, or visitors. Establishes exceptions.
Removes the Director of Business, Economic Development, and Tourism from membership on the Hawaiʻi Tourism Authority Board.

Establishes a timeline by which roasted coffee, instant coffee, and ready-to-drink coffee beverages that use a geographic origin in labeling or advertising are required to contain a certain per cent coffee by weight from that geographic origin.
