RELATING TO STATEWIDE FIRE HELICOPTERS.

Establishes a Statewide Firefighting Helicopter Program, to be administered by the State Fire Marshal. Appropriates funds to obtain helicopters, facilities equipment, and supplies; hire and train staff; and do other things necessary to ensure that the Program is ready to begin providing aerial firefighting services on 7/1/2025. Declares that the general fund expenditure ceiling is exceeded. Takes effect 1/1/2042. (SD1)

RELATING TO LABOR.

RELATING TO HEALTH.

Requires each employer group health policy, contract, plan, or agreement and each individual and group hospital or medical service plan, policy, contract, or agreement issued or renewed by health insurers in the State after December 31, 2024, that provides coverage, to provide coverage for dental and vision preventative care, diagnosis, and treatment. Requires every insurer and mutual benefit society to provide written notice to policyholders and members no later than December 31, 2025. Requests the Auditor to conduct a sunrise analysis for the mandatory health insurance coverage and submit a report to the Legislature. Takes effect 12/31/2050. (SD2)

RELATING TO CRISIS INTERVENTION.

Establishes an Expanded Crisis Intervention and Diversion Activities Program within the Department of Health to expand existing activities to divert those with mental health issues to appropriate health care services. Defines "crisis intervention officer". Authorizes a person believed to be imminently dangerous to self or others by a law enforcement officer to be transported to a facility designated by the Director of Health. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations for the Expanded Crisis Intervention and Diversion Activities Program and certification of law enforcement officers in mental health first aid and crisis intervention team model. RELATING TO THE POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND.

Appropriates funds for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and positions to manage the trailhead and site.
