RELATING TO WORKFORCE HOUSING.

RELATING TO CESSPOOLS.

Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of Water Pollution Control Revolving Fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants. Authorizes emergency medical technicians in the State to administer buprenorphine after the administration of an opioid antagonist during an opioid-related drug overdose response. Requires the Department of Health to adopt rules, allocate resources for EMT training, and coordinate with emergency medical services providers in the State, to incorporate the administration of buprenorphine after the administration of an opioid antagonist as a standard component of emergency medical services' protocols during an opioid-related drug overdose response.

RELATING TO COUNTY PERMITTING AND INSPECTION.

Allows state projects to be exempt from county building permit requirements under certain conditions. Requires all exempted state projects to be included in a report that is regularly made available to the public. Allows state agencies that undertake projects to be dedicated to a county to prepare programmatic or project-specific agreements that establish requirements and standards for review and acceptance if the agency wants the project to be exempted. Allows state agencies that want to be exempted from county permitting processes to establish a cooperative working group. Requires cooperative working groups to submit an interim report to the Legislature before the Regular Session of 2026. Effective 5/13/2040. (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Establishes a permitted interaction group within the Department of Hawaiian Home Lands. Appropriates funds to the Department of Hawaiian Home Lands to continue geophysical data collection, investigation, exploration, and identification of geothermal resources on Hawaiian home lands.
