Establishes a line item in the budget of the department of land and natural resources for the operational expenses and staffing costs of the Hawaii association of conservation districts. Takes effect 12/31/2050. (SD1)
Requires homeowners insurers to provide written and oral disclosure to an insured regarding the natural disaster perils not covered by the insured's homeowners insurance policy.
Requires student transportation costs for charter school students to be included in the department of budget and finance's annual budget request rather than including it in the per-pupil funding amount. Requires the state public charter school commission to determine qualifications and fees for school transportation. (SD1)
Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund. Appropriates funds from the land conservation fund for resource land acquisition. Takes effect 12/31/2050. (SD1)
Appropriates funds as a subsidy to the office of the prosecuting attorney for Hawaii county for the career criminal prosecution unit.
Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. Takes effect 1/1/2051. (SD1)
Proposes an amendment to article IX, section 5, of the Constitution of the State of Hawaii, to require the Legislature to consider the effect of its actions on the price of housing in the State. (SD1)
Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)
Requires the State to: pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance (BAH); provide service credit for time on active duty; and allow state and county employees to count the time called to active duty in the State toward retirement.
