Renames the teacher national board certification incentive program the national certification incentive program. Expands program eligibility to include school psychologists. Clarifies requirements and incentives of the program. Clarifies that teacher incentives, bonuses, and compensation beyond regular wages are excluded from the per-pupil request and included as separate line items in the budget for public charter schools. Permits a condominium board to direct the use of an electronic voting device at any condominium association meeting regardless of whether a secret ballot is used or required. Requires a condominium board to take reasonable steps to ensure secrecy and integrity of the votes, and that an audit trail be available after the meeting. (SD1)
Makes an appropriation to the University of Hawaii College of Tropical Agriculture and Human Resources for research and prevention of the spread of ornamental ginger pathogens. (SB752 HD1)
Changes the annual $35,000,000 rolling cap and $15,000,000 per qualified production cap for the Motion Picture, Digital Media, and Film Production Income Tax Credit. Authorizes an additional percentage of the Tax Credit for certain qualified post-production costs. Extends the Tax Credit's repeal date. (SB365 HD1)
Adds unlicensed sale of liquor and unlicensed manufacture of liquor as offenses for which property is subject to forfeiture and increases the grade of the offense of unlicensed sale of liquor to a class C felony. Amends definitions of "organized crime" and "racketeering activity" to include the unlicensed sale of liquor. (SD1)
Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's conditions of employment. Prohibits employers from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. (SB1041 HD2)
Imposes the transient accommodations tax on mandatory resort fees and requires that those fees be included in gross rental or gross rental proceeds. (SD1)
