Allocates proceeds to capital improvements at public schools and the University of Hawaii system, scholarships and educational loan repayments for medical students who practice in Hawaii for ten years, support for the family practice rural residency program, watershed protection, and reduction and prevention of problem gambling.
Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.
Appropriates funds to the Waianae Coast Comprehensive Health Center for operation of its twenty-four-hour emergency room.

Appropriates funds to the Department of Education to provide public school students with behavior analysis services. Requires the Department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder.
