Makes an appropriation to support and expand medical residency training programs in state teaching hospitals. Requires dollar-for-dollar matching funds from private funding sources.
Requires the director of health to convene a mental health and substance abuse parity working group to determine how the State can come into compliance with federal mental health and substance abuse parity laws and regulations and enhance existing state parity laws. Reauthorizes, part V, Act 44, Session Laws of Hawaii 2004, providing parity for substance abuse treatment insurance coverage.
Amends Act 127, Session Laws of Hawaii 2016, to clarify the duties of the Special Action Team on Affordable Rental Housing and add additional members to the Special Action Team for the purpose of addressing issues related to extremely low-income household needs. Makes an appropriation.
Requires the department of business, economic development, and tourism to conduct a study on potential areas of economic development, other than tourism, for the county of Hawaii and requires the department to research potential means to expand the manufacturing industry in the county of Hawaii. Appropriates funds to conduct the study.
Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.
Appropriates funds for the Healthy Aging Partnership Program to further the program's role in improving the health and well-being of Hawaii's kupuna. Effective 7/1/2050. (SD1)
Establishes the homeland security and resiliency council to assess the resilience of the State's electric grid and other critical infrastructure to natural disasters and other emergencies and make recommendations. Requires the council to report to the legislature. Appropriates funds.
Establishes a state infrastructure bank and affordable housing infrastructure revolving fund to provide financial assistance for affordable housing infrastructure projects.
Amends money transmitter licensure requirements by adding a credit report and financial responsibility review and extending personal background history from five years to ten years, which will enable the division of financial institutions to join a compact of states that license money transmitters for purposes of efficiency and standardization.
